At least when it was exhibited in 1879 it was seen as such. There is much to be considered. I encourated you to do so before visiting Google Arts & Culture‘s There’s No Way of Telling. Scroll down on their site to read some of the reasons why and to get close-ups of the image. I don’t agree with what they suppose. You get to draw your own conclusions.
